On Monday, April 12, when U.S. Drug Enforcement Administration (DEA) agents were staging raids in connection with the latest federal indictment of members of the Black Guerrilla Family (BGF) prison gang, one of the places they hit yielded another defendant. James Bullock, whose name was mentioned in the BGF warrant, was at his Cedonia Park apartment when the agents came through the door at approximately six in the morning. He cooperated with the agents, court records say, telling them where to find the heroin and a gun that were in the apartment. Later that day, Bullock, who is 37 years old, was charged in U.S. District Court with possessing heroin with the intent to distribute it.

The document charging Bullock says agents recovered a 9 mm Glock “in the bedroom under the mattress, where a child was sleeping.” The gun was “in the locked-back position” and next to it “were two loaded magazines. Also in the bedroom was a ballistic vest.” The heroin, much of it packaged in gelatin capsules and in baggies, was recovered from “a pot on the kitchen counter,” in a child’s cup on a kitchen shelf, in another child’s cup in the dishwasher, and in an ashtray in the living room. In addition, the agents found “two bottles of quinine, used to process heroin,” a “large bag with suspected cutting agents,” a “large bag with empty gelatin capsules,” and “four Cap M’ Quick units,” which are used to fill gelatin capsules.

The BGF warrant says Bullock’s apartment, on Valiquet Avenue, was a “potential stash location” for Todd Duncan, one of the 12 defendants in the indicted case. The warrant also states that Bullock “has a significant criminal history, including two prior drug distribution felonies,” and points out the he was arrested in August 2007, along with one of Duncan’s co-defendants, Davon McFadden, for “participating in a craps game in the 700 block of East Preston Street.” The Preston Street location is one block away from BGF co-defendant Kim McIntosh’s home, where the BGF held meetings, according to court documents.
